City Council Minutes Page 3 <br />May 27, 2003 <br />............................. <br /> <br /> Road 33 and regarding the possibility of making County Road 33 a State Aid road. <br /> The need for county planning of preferred alignments and an official map of a new <br /> alignment was discussed. <br /> <br />D. County Road 1 <br /> <br />Dave Schwarting provided an update on the progress of the County Road 1 project. <br />He noted that the project is split into two projects with the south end of the road <br />being completed in 2005 and the north end in 2006. Discussion was also held <br />regarding the need for pedestrian trails along the road and the low probability of <br />this being included in the project. <br /> <br />E. County Road 40 <br /> <br />Dave Schwarting indicated that the County has been successful in obtaining federal <br />funding for the project. He indicated that the County is requesting to delay the <br />project and reserve the federal funds until the project develops. Mayor I~inzing <br />suggested pursuing rights-of-way to see if property owners are interested in gifting <br />the land. An official map of the revised route was discussed. <br /> <br />F. County Road 44 <br /> <br />Dave Schwarting indicated that the County has approved this project for 2004. He <br />noted that when the project is completed, the County may want to turn the road <br />over to the City. Mr. Schwarting stated that the county is proposing that the City <br />take the lead in the project in order to keep it on schedule. He indicated that the <br />county will enter into a contract with the City and that the County would commit <br />the money for the county road. He further noted that the City would have control <br />over the entire project but the County would approve the County Road part of the <br />project. Mr. Schwarting indicated that the project is a $1,000,000 project with 30% <br />being estimated as the City's responsibility. Mr. Schwarting suggested that the City <br />make a decision on the design of the road. Following discussion, it was the <br />consensus that the County board would send a proposal to the City. <br /> <br />G. City Transportation Plan Update <br /> <br />Terry Maurer provided an update on the City's transportation plan. He indicated <br />that most of the work is done but the City is waiting to complete the plan following <br />the conclusion of the comprehensive plan update. <br /> <br />H. Standards for Urban County Roads <br /> <br />Councilmember Kuester spoke about standards for urban county roads. She <br />indicated that when the City plans roads it takes into consideration the need for <br />pedestrian movement. She questioned whether the county has different road <br />standards for more densely populated areas. Brian Benson indicated that the <br />difference between city and county roads is that the county roads must take <br />drainage issues into consideration. Councilmember Kuester indicated she would like <br />to see more consideration given to pedestrian trails and crossings when planning <br />county roads. <br /> <br /> <br />
