Petition Dear member,s of the Elk River City Council: We, the undersigned, strongly disagree with the Elk River Planning Cammissions recommendation t.o, change the zaning .of the building formerly known as Ran's Foods fram R4 (Multiple Family Residential) to C3 (Highway Commercial), Case Na. ZC02-06. We also strongly disagree with the Elk RiMer Planning Commission's recammendation to grant a Conditional Use Permit for a cammercial recreational facility (lndaor Go-Kart track wivideo games), Case No. CU 02-16. We believe that the city's, comprehensive plan fOF development, is. carrect by having tli1e bl;lilding fOFmer,Iy,; known as Ron's Foods. zoned as R4. We believe that the ci~'s original; intent for the R4 zoming was to pmMide pratection for the hundreds .of people who live in apartments and private homes adjacelilt to the building; fram being subject to inappropriate canditional: use per,mits, such as an indaor Go.Kart track with video games. We believe that a facility .of this type may. be appropriate in a non residential: location. For example, a similar facility known as Thunder A11.ey Indoor Speedway, which is lacated in Brooklyn Center at 5930 Earl! Brawn Dr,ive, is located in a former K Mart store. We strong,Jy believe that the hundreds, of people who live in the individual: family hames and apartr:nent r,esidences near the pmposed facility are being put in jeopardy by a b~iness that is not neig;hbadi'IOod friendly for the following, r,easons: . 1. Increased cangestion from added pecple in the area during the afternoon, Evening and late at night. 2. Increased traffic congesticn fram cars during the afternoon, evening and late at night. 3. Increased ncise from cars driving around the facility and in the neighborhood, because of roaring engines and squealing tires. The neighborhood is already cangested from existing traffic. 4 Increased noises from unsupervised teenagers on the grounds .of the facility during the afternoon, evening and late at night. 5. Increased debris such as paper, cigarettes, food wrappers, and pop cans in the neighbarhood from unsupervised teenagers milling around the parking area and neighborhood while the facility is in .operation. 6. Increased safety concerns pertaining to potential physical harm to area residents caused from unsupervised teenagers milling around the parking area and neighborhood while the facility is in operation. 7. Increased potential of damage to property caused from unsupervised teenagers milling around in the parking area and neighborhaod while the facility is in operatian. 8. Increased patential of illegal drug use by unsupervised teenagers while the facility is in operaticn. 9. Increased potential of gang violence by unsupervised teenagers while the facility is in operation. 10. A decrease in property values in the area around the proposed facility because of the numerous cancerns listed in this petition.
