Petitio.lil,

Dear members af the. Elk River City Cauncil:

We, the undersigned, strongly disagree with the Elk River Planning. Cammissions recammendatian to,
change the zaning af the building formerly known as Ron's Faads from R4 (Multiple Family Residential) to
C3 (Highway Cammercial), Case No. ZC02-06. We also strongly disagree with the Elk River Planning,
Cammission's recammendatian to grant a Conditional Use Permit for a commercial recreational facility
(Indoor Go-Kart track wivideo games), Case No. CU 02-16.

We believe that the city's, camprehensive plan far develapment, is correct by having, the building: fOHl'ilerlYi
knawn as Ran's Faods zaned as R4. We believ.e that the city's. o.riginal ililtent for the R4 zoning was! to.
provide protection far the hundreds of peaple who live in apartments and private hames adj~cent to the
building from being subject to. inappropriate canditianal use permits, such as. an indaor Go-Kart track with
videa games_ We believe that a facility of this type may be appropriate in a non residential: lacatio.n. For
example, a similar facility known as Thunder Alley Indoar Speedway, Vlthich is located in Braaklyn Center
at 5930 Earl> Brown Drive, is located in a fo.HIler K Mart sto.re.

We strongly believe that the hundreds of people who. live i.1it the i/ildiv,idual family hames and apartment
residences near the praposed facility. are being; put in jeo.pardy by a business that is not neighbarhoo.d
friendly for the fo.llawing reasons:

1. Increased cangestion from added people in the area during the afternoon,
Evening and late at night.
2. Increased traffic congestion from cars during the afternoon, evening and late at night.
3. Increased naise from cars driving around the facility and in the neighborhood. because of roaring
engines and squealing tires. The neighborhood is already cangested from existing traffic.
4 Increased noises from unsupervised teenagers an the graunds af the facility during the afternoon,
evening and late at night.
5. Increased debris such as paper, cigarettes, food wrappers, and pop cans in the neighborhood from
unsupervised teenagers milling around the parking area and neighborhood while the facility is in
operation.
6. Increased safety concerns pertaining to potential physical harm to area residents caused from
unsupervised teenagers milling around the parking area and neighborhood while the facility is in
aperation.
7. Increased potential of damage to. property caused from unsupervised teenagers milling around in
the parking area and neighborhood while the facility is in aperation.
8. Increased potential af illegal drug use by unsupervised teenagers while the facility is in aperation.
9. Increased potential af gang vialence by unsupervised teenagers while the facility is in aperation.
10. A decrease in property values in the area around the proposed facility because af the numerous
cancems listed in this petition.
NAME
\

-/ 7

144
145
146
147
148.
149
150
151
152
153
15
155
156
157

\
