Petitian

Dear members af the Elk River City Caumcil:

We, ttle undersigned, strongly disagree with the Elk River Planning Commissions recommendation to.
change the zoning of the building formerl~ known as Ran's Faads from R4 (Multiple Family Residential) to
C3 (Highway Cammercial), Case No. ZC02-06. We also strangly disagree with the Elk River Plamning
Commission's recommendatian to. grant a Canditional Use Permit for a cammercial recreational facility
(Indaor Go-Kart track w/video games), Case No. CU 02-16.

We believe that the city's, camprehensive plan fo.r development, is earrect by hav.iflg, the building fOUimerlYi
kflown, as Ron's Foods zoned as R4. We believe that the city/So ariginal: intent for ttle R4 zaning; was to!
provide protectian far the hundreds of peo.ple who. live in apartments and private hames adJacent to the
building fmm being subject to. iflapprapriate co.nditio.flal' use permits, such as an indoor Go-Kart track with
video games. We believe that a facility, af ttlis type may be appropriate in a non residentiallo.cation. For
e~ample, a similar facility known as Thunder Alley Indaor Speedway, whieh is located in Brooklyn Celilter
at 593Q I;arl! Brown Drive, is located in a former K Mart store.

We strorlgly believe that the hundreds of people wtlo. live in the individual' family' homes and apartliment
residE!f1ces f1ear the proposed facility are being put in jeopardY' by a business that is Iilo.t neighbortlood
fri,endly, for the follow.ing reasons: .

1. Increased congestian from added peaple in the area during the afternaon,
Evening and late at night.
2. Increased traffic congestian fram cars during the afternaon, evening and late at night.
3. Increased noise fram cars driving around the facility and in the neighbarhood, because of roaring
engines and squealing tires. The neighborhood is already cangested from existing traffic.
4 Increased noises from unsupervised teenagers on the grounds of the facility during the afternoon,
evening and late at night.
5. Increased debris such as paper, cigarettes, faod wrappers, and pop cans in the neighborhood from
unsupervised teenagers milling around the parking area and neighborhood while the facility is in
operation.
6. Increased safety cancerns pertaining to potential physical harm to area residents caused from
unsupervised teenagers milling araund the parking area and neighborhood while the facility is in
aperatian.
7. Increased potential of damage to property caused from unsupervised teenagers milling around in
the parking area and neighborhood while the facility is in aperation.
8. Increased potential of illegal drug use by unsupervised teenagers while the facility is in operation.
9. Increased potential of gang violence by unsupervised teenagers while the facility is in operation.
10. A decrease in praperty values in the area araund the proposed facility because of the numerous
concerns listed in this petition.

N ME
61 II
62 "'-
63
64
65
66
67
68
69
70
71
72
73

. /V~Q1)IE #
I tP /),'1V Vlf./ 6 ~
