Case File: 171st Focused Area Study <br />Page 2 Final Adoption <br />Overview <br />The plan as attached is fairly consistent with the original plan reviewed by the joint group on May <br />10, 2010. Based in part on the comments received during that meeting, the following changes were <br />made: <br />• Minor modifications to Development Framework Diagram and Infrastructure Diagram. <br />This includes adding commercial to the west side of the lot west of the bank on Yale Street. <br />The plan provides the tools for eventual development of design guidelines. One of the original <br />goals of the plan was to suggest ways the study area can distinguish itself as a prime development <br />district. Creating cohesive character will help in that goal. <br />• Streetscape Typology Diagram. The diagram on page 56 identifies the street types within the <br />study area. Design guidelines will be developed to guide the development of these separate <br />streets, with separate into a cohesive character. Comprehensively, the area will develop its <br />one character, forming "a place" that can be identifiable and marketable. <br />• Labels for the four different street types. Beginnuig on page 56, each of the four main street <br />types are given streetscape improvement examples, again, with the goal of establishing "a <br />place". <br />Finally, the plan establishes a framework for implementation, identifies major tools that should be <br />developed, including regulatory and financial priorities. <br />• Expanded Implementation Chapter <br />o Implementation initiatives diagram <br />o Interim second signal approach to infrastructure <br />o Priority areas for near term initiatives <br />0 <br />Comprehensive Plan <br />With approval of the FAST Plan, it is anticipated that the plan will be incorporated into the <br />comprehensive plan formally, likely later this summer. This will be via a separate action, public <br />hearing, etc. <br />Natural Resources <br />The plan attempts to recognize the unique natural resources within the study area, identifying the <br />large wetland complex south of 1715` Avenue. The plan attempts to capitalize on these features in <br />establishing an enjoyable place to live, work and shop. <br />Parks <br />The plan does not identify any specific locations for future active parks, but does indicate the desire <br />to retain existing open spaces, including the enhancement of some wetlands within the plan area. <br />Additionally, the plan highlights the benefits of a future trail parallel to the river along the western <br />portion of the plan area, but does not specify the preferred location. <br />N:\Departments\Community Development\Planning\Projects\FAST Study Area\FAST staff report PC fox adoption June2010.doc <br />
