CONCEPT EVALUATION <br />~J <br />PHASE ONE PREFERRED <br />DEVELOPMENT <br />FRAMEWORK <br />Building off of the work completed in the <br />Phase One Development Framework, <br />many of the land use directions have <br />remained the same for Phase Two. Uses <br />north of the rail line have not changed. <br />More intense mixed use development <br />immediately adjacent to the station <br />will also remain as well as the industrial <br />uses proposed for the far northwest <br />near Vance Street. Also unchanged are <br />potential for industrial uses on the future <br />Cargill property in the southwest <br />The changes from the Phase one plan <br />result in transportation alterations <br />affecting land use for primarily the area <br />south of ~7~st Avenue. The extension of <br />Twin Lakes Parkway and the configuration <br />of the future interchange play a major <br />role in the land uses that can exist on <br />the available land surrounding the <br />interchange. <br />• <br />ZO <br />~~ <br />': <br /> <br />-~~ <br /><.:. i~~ <br />n; a_ ~~- _ <br />4 <br />FUTURE ACCESS SCENARIOS <br />In order to better understand the preferred planning horizon envisioned for the <br />i7ist Avenue FAST the Economic Development Authority was asked as a kick-off to <br />the second phase of the development planning to evaluate a range of scenarios that <br />examined transportation strategies for the study area. These scenarios explored <br />various interchange locations and the potential that a signalized option may be the <br />ultimate transportation solution. The following scenarios were used to set a course <br />for the more detailed land use and transportation planning to evolve in the second <br />phase of the FAST project. <br />17131.
