The Uniform Building Code Appendix, Chapter 15, regarding re- <br />roofing, assists building inspectors in the inspecting process on all re- roofing <br />. projects and gives them a guideline for work being completed. This chapter <br />was in the 1988 Building Code, but was under Chapter 25 and not an <br />appendix chapter. Since it is now an appendix chapter, it must be adopted <br />with the city codes. <br />The Uniform Building Code Appendix, Chapter 33, for excavation and <br />grading, assists the building inspector for recognizing hazardous excavating <br />regarding cutting of soils for foundations and recommendations for protection <br />of these excavated sites. It also assists in the recommendations for soil <br />engineering reports and engineered grading requirements, erosion control, <br />and all necessary inspections for this type of activity. Once again, this <br />chapter was in the 1988 Uniform Building Code but was not an appendix <br />chapter. <br />One of the major changes with the adoption of the 1994 Uniform Building <br />Code is Table 1A, for building permit fees. With the elimination of the 1991 <br />Uniform Building Code, we have not seen a change in building fees for <br />approximately five years. With the adoption of this new code there has been <br />a dramatic change in the permit fees. Provided for you is a scenario of the <br />changes. Assuming a residential structure at $100,000 valuation, the 1988 <br />Uniform Building Code permit price out of table 3A (which is our current <br />• permit pricing schedule) would be a total price of $1,105.50. This does not <br />include a septic permit fee of $65.00 or a SAC charge of $1300. The same <br />house with a valuation of $100,000 using table lA from the 1994 Uniform <br />Building Code would be $1,527. This would be an increase of $421.50. <br />Again, this price includes permit fee, plan check fee, and state surcharge and <br />does not include a $1300 SAC charge or a $65.00 septic charge. <br />Staff feels that this may be a fee that would be a very heavy burden on <br />homeowners and contractors. A gradual increase may be better at this time. <br />Staff is proposing to leave the permit fee the same as what we have in Table <br />3A until the end of 1995 and start January 1, 1996 with commercial and <br />industrial permit fees based out of Table lA of the 1994 Uniform Building <br />Code. All residential projects would also have their permit prices based out <br />of Table 1A of the 1994 Uniform Building Code, but instead of a 65% plan <br />check fee for residential, it would be a 35% plan check fee. The permit price <br />using the same scenario of $100,000 would be $1,258. This would be a <br />$152.50 increase from the 1988 Uniform Building Code permit fee schedule. <br />We would then go to a 65% plan check fee January 1, 1997. This will allow <br />us to give all residential contractors a notice of price changing on permit fees <br />and will give them the opportunity to put these price changes into their bid <br />prices. In addition, notice will be given to all commercial and industrial <br />. contractors of the January 1, 1996, price change. <br />io- iscsroZ <br />
