Page 3 <br />The second and third items are Exhibit A regarding fuel gas piping fees and <br />Exhibit B regarding heating, ventilation, and air conditioning. These two <br />• items were combined in the current City Code and we wish at this time to <br />separate the two, as they are two completely different types of work. Exhibit <br />A for fuel gas piping requires a license with the city and also a bond. We <br />have found that many different contractors were running gas lines without a <br />license or a bond. With this change, it will assist the inspectors to more <br />define this type of work and put licensed pipe fitters on all gas piping. <br />Exhibit B is a fee that we wish to charge for all heating, ventilation, and air <br />conditioning projects. This fee is 1% of the total valuation of the work being <br />performed. In the past, we never had a price for this type of work but were <br />doing plan reviews and inspections. This allows us to charge for all the <br />inspections that are being performed. <br />The last item is Exhibit C regarding miscellaneous permit fees. Staff is <br />trying to base all valuations off of square footage with these fees. We have <br />learned from other municipalities that using a base price has put them into a <br />legal court system. Contractors felt that they were being charged too much <br />for the smaller projects and allowing the larger projects to be a lot less than <br />expected. Using square footage for valuation allows the smaller projects to <br />become a fair permit price along with the larger projects, thus allowing <br />unfair situations. <br />• At this time staff is requesting the adoption of the 1994 State Building Code <br />with Appendix Chapter 15 and Appendix Chapter 33, and the residential <br />permit price change stated above. Also, the adoptions of Exhibit A, B, and C. <br />If you have any further questions, I will be at Monday night's meeting. <br />• <br />
