MEMORANDUM • TO: Mayor and City Council FROM: Cliff Skogstad, Building Official DATE: October 16, 1995 SUBJECT: Adoption of the New Building Code and Fee Schedules Provided for you in this memo, are many different areas that we wish to have addressed at this time. Staff s intention is to update the following areas to be 'in compliance with State regulations and city codes. The following is included with this memo: 1. Section 1000 of the City Code regarding the adoption of the 1994 State Building Codes. 2. Adopting a new City of Elk River fuel gas piping permit fee. 10 3. Adopting a new City of Elk River Heating, Ventilation, and Air Conditioning permit fee. 4. Adoption of the City of Elk River's miscellaneous permit fee schedule. The first item is the adoption of the 1994 Uniform Building Code. Approximately every three years, the Uniform Building Code is updated by the International Conference of Building Officials and then published. Once published, the code is presented to the State Building Code Division. The State Building Code Division writes the new State Building Code with amendment to the Uniform Building Code. Once this code has been adopted by the State, all municipalities can adopt the State Building Code with amendments to the Uniform Building Code. The 1994 State Building Code was adopted on March 20, 1995. With the adoption of this new code, there are certain areas that need to be brought to your attention. The State Building Code Division never adopted the 1991 code. The reason for this action was to start working on the 1994 code and have it adopted in 1995. The State Building Code was always running about six years behind in regard to the adoption of the Uniform Building Code. The Building Code Division felt it was a good time to bring • all the codes up to date.
