Box 490 <br />Elk River, MN 55330 <br />RE: TCF BANK <br />Dear Mr. Ach: <br />As requested, we have reviewed this submittal package prepared for the TCF Bank facility <br />located at the northern end of Elk Park Center. The package was prepared by Shea <br />Architects and consisted of a site plan, grading plan, utility plan, planting plan, and <br />exterior elevations. These various plans were dated September 25 and 26, 1995. As you <br />are aware, there was a concept review meeting on October 10, 1995, to discuss this <br />proposal. Also, on October 13, 1995, you and I met with representatives of TCF and <br />Shea Architects to discuss points of concern. Based upon our review and comments <br />received at these various meetings, I would offer the following comments: <br />1. Our biggest concern with this site plan is the traffic flow into and out of the site <br />from Freeport Avenue. The only means of entrance to the site is the driveway <br />along Freeport Avenue located approximately 150 feet from Jackson Road. Cars <br />utilizing the drive -up facilities would then exit via the private road on the east side <br />of the property. Cars utilizing the parking lot and walking into the facility would <br />be forced to exit the same method by which they entered the site, off of Freeport <br />Avenue. We are concerned about the potential traffic congestion problem at this <br />Freeport Avenue driveway. A drive -up bank facility tends to have a peak traffic <br />generation between 4:00 and 6:00 p.m., with the worst occurrence being on Friday <br />afternoon. This will correspond to other peak traffic along Freeport Avenue. <br />Our first suggestion would be to reconfigure the site so that traffic using the drive - <br />up facility enters off of the private road further away from the intersection of <br />Jackson Road and Freeport Avenue. After having met with representatives of TCF <br />and Shea Architects, we find that it is critically important to the operation of the <br />bank to have it situated in the manner that is shown, that is with the drive -up <br />facilities in front of the bank in clear view of traffic. <br />An Equal Opportunity Employer <br />
