Mr. Steve Ach <br />• October 17, 1995 <br />Page Two <br />Our second alternative to hopefully alleviate any potential problems here would be <br />to construct an exit from the parking area along the north property line to the east, <br />connecting to the private road, then, if there is a problem, make the entrance off <br />of Freeport Avenue an entrance only, allowing no exit from the site, or possibly <br />just restrict left turns out of this driveway. This would eliminate any potential <br />conflicts with vehicles entering and vehicles trying to exit. This was discussed <br />with Larry Rose of TCF and he agreed. In addition, the driveway access off of <br />Freeport Avenue needs to be relocated slightly to the east to line up directly with <br />the entrance to the Target site. <br />2. The internal entrance to the parking area should be 24 feet wide. It scales <br />somewhat less than that. <br />3. The exit from the drive -thru facility should be slightly expanded so that the far <br />outside lane has a better chance to merge with traffic in a busy condition. Also, <br />the intersection with the private road on the east side should be made more <br />perpendicular. Traffic may potentially come out of there and want to turn left, <br />heading north, or have to contend with traffic from the north. <br />• 4. The sidewalk along Freeport Avenue as it approaches Jackson Road veers into the <br />site. Apparently, the sidewalk alignment was chosen to preserve trees in this area. <br />This development should provide the City with a sidewalk easement covering this <br />section of sidewalk. <br />5. The drainage from the site should be contained and picked up internally. The <br />driveway access off of Freeport Avenue should have a high point design into it <br />somewhere near the back of the existing sidewalk. Drainage along the drive -thru <br />access can be allowed to drain onto the private road and then be picked up prior <br />to Freeport Avenue. <br />6. The private road on the east side of the property should be constructed at least to <br />the north property line of the site with this project. Also, sanitary sewer and water <br />needs to be extended along this alignment for future service to the north.
