Page 2 <br />• Proposed Office Building <br />The proposed office building will be approximately 520 square feet in size and <br />will resemble a small residential garage. This structure will be used as part <br />of the Novotny trucking business as an office and dispatch center. The <br />architectural material proposed for this new structure will meet all the <br />requirements listed in the city zoning ordinance. <br />• <br />One of the concerns staff has with the proposed location of the second <br />building is its proximity to the existing septic field. Staff would recommend <br />that proper separation between the building and septic system be maintained <br />to protect the drain field from being damaged during construction. <br />Compliance With Approved Site Plan <br />One of the issues the Planning Commission was concerned with is Novco's <br />lack of improvements from their approved site plan in 1993. The Planning <br />Commission requested that Novco provide the Planning Commission a site <br />plan illustrating existing and proposed landscaping, location of bituminous <br />surface as well as required curbing. This plan is attached as exhibit A in the <br />Council's packet. The one improvement that is not clearly reflected on Novco <br />site plan is the installation of curb and gutter for parking areas within the <br />front yard as required in the city's ordinance. The attached site plan labeled <br />exhibit B is the plan which was approved by the Planning Commission, <br />which for the most part corresponds with Novco's plans except for the <br />installation of curb and gutter in the front of the buildings. <br />Planning Commission Recommendation <br />The Planning Commission recommended approval of the conditional use <br />permit by Novco, Inc. to operate a truck terminal and construct a second <br />principal building with the following conditions. <br />1. All site improvements shown on the site plan labeled Exhibit B, be <br />installed and completed by June 1, 1996. <br />2. The improvements to the parking lot include bituminous surface and <br />curb and gutter from the property line to the front building face as <br />required in the performance standard section of the zoning ordinance. <br />Bituminous millings may be utilized on that portion of the parking <br />area where trucks will be parking and maneuvering. <br />s:council/CU95 -23 <br />
