PROVIDE A BALANCED TRANSPORTATION SYSTEM FOR THE EFFICIENT <br />MOVEMENT OF PEOPLE <br />• To provide multi modal transportation options that provide an optimum level of mobility to the <br />users of the transportation network, plus reduce the reliance on the single occupant automobile. <br />Projects such as transit, bicycle and pedestrian facilities, as well as projects which provide <br />intermodal access are considered under this guideline. <br />• <br />PROVIDE A BALANCED TRANSPORTATION SYSTEM FOR THE EFFICIENT <br />MOVEMENT OF GOODS <br />To provide an adequate infrastructure for the efficient movement of goods, utilizing a truly <br />intermodal system, coordinating truck, rail, and air to yield the safest most efficient, most <br />economical, and most environmental friendly mode. Projects which enhance the movement of <br />freight, and provide access improvements to major activity centers will be given priority <br />consideration. <br />SUPPORT SUSTAINABLE LAND USE <br />To reward transportation projects which encourage development in areas well served by the <br />transportation infrastructure, that do not have an adverse effect on the transportation system. To <br />reward development where environmental conditions are sufficiently stable to sustain further <br />growth, that are compatible with efficient movement of goods, that minimize conflict with <br />personal travel, and that complement and encourage a multimodal focus <br />SUPPORT LIVABLE COMMUNITIES <br />To provide a positive impact on the community's social and human environments. Projects will <br />be evaluated for their positive impact on neighborhoods and community livability, and on the <br />level of support communities and political leaders give towards the project. Transportation <br />projects related to such things as "traffic calming" techniques, travel demand management, and <br />pedestrian improvements which enhance neighborhoods or community livability will receive <br />priority consideration. <br />SUPPORT FINANCIAL STABILITY AND ECONOMIC VITALITY OF THE REGION <br />To be consistent with Federal mandates which state: "Long Range Transportation Plans and <br />Transportation Improvement Programs must be financially constrained." The county vows to <br />ensure that limited financial resources are used in the most effective manner. To ensure a <br />competitive regional economy by promoting and supporting transportation investments which <br />recognize the mobility needs of business and industry, and enhance access for economic <br />development and tourism. <br />PROVIDE FOR PUBLIC INVOLVEMENT <br />To ensure that the public has early, continuing and proactive public involvement, which will lead <br />to more creative and effective transportation decisions. Those projects which have been through <br />a public review and participation process or that have identified steps to be undertaken to get the <br />public and interested parties involved, will receive priority consideration. <br />N <br />
