POLICIES <br />PRESERVE AND MODERNIZE KEY ELEMENTS OF THE EXISTING SYSTEM <br />To ensure that key elements of the existing transportation system are preserved by replacing or <br />rehabilitating transportation assets at the optimal replacement cycle. Improvements include <br />resurfacing, restoration, rehabilitation, paving, facility, and fleet replacement or modernization. <br />Replacements and rehabilitations based upon accepted industry standards will be given priority <br />over projects not based upon such system standards. <br />IMPROVE SAFETY AND SECURITY <br />To improve the safety of the existing transportation system through programs or improvements <br />which eliminate or lessen safety hazards. The safety and security of the user /customer of the <br />transportation system is the primary focus of this guideline. <br />MITIGATE CONGESTION <br />To reduce existing congestion or prevent future congestion on the transportation system. This <br />guideline is accomplished by projects which improve traffic flow and reduces travel time on <br />congested highways, transit or other facilities, reduces overcrowding and increases service <br />capacity and reliability, and relieves or prevents a worsening of congestion by taking proactive <br />steps. <br />PROMOTE PROPER USE OF ROADWAY <br />• To protect and improve the roadway system so that it achieves its proper use necessary to ensure <br />efficient mobility is the focus of this guideline. Projects which improve deficiencies to roadways <br />are given consideration under this guideline. Roadway deficiencies can be attributed to excessive <br />distance between roadways of the same classification, improper signal spacing, parking, excessive <br />access points, and improper posted speeds which results in inefficient traffic flow. <br />IMPROVE CONNECTIVITY OF ROADWAY <br />To ensure proper connectivity between two or more unconnected routes. Projects which have a <br />positive effect on mobility by improving the continuity along or between a roadway corridor will <br />be given priority consideration under this guideline. <br />PROTECT AND IMPROVE THE ENVIRONMENT <br />To protect and improve the environment through transportation projects that are environmentally <br />responsive. This guideline incorporates all environmental concerns, though improving air quality <br />and complying with the Clean Air Act are primary considerations. Projects will also be evaluated <br />based upon their support of environmental conservation, habitat protection, wetland conservation, <br />noise abatement, energy conservation, and maintenance of water quality. <br />PROVIDE MOBILITY FOR THE TRANSPORTATION DISADVANTAGED <br />To ensure mobility for the transportation disadvantaged and to comply with the intentions of the <br />Americans with Disabilities Act (ADA) of 1990. Projects which insure mobility and access to <br />transportation facilities for the transportation disadvantaged will be given priority consideration <br />• under this guideline. <br />1 <br />
