'~ity of <br /> <br />ITEM 4.3. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council /~ <br />~~r~ i~~ alh~ 6ZOning Assista~~ <br /> <br />SUBJECT: 1996 SCORE Grant Proposals <br /> <br />Background <br /> <br />The City of Elk River has worked to become a leader in solid waste <br />abatement issues. The City has developed an organized route Mandatory <br />Refuse Collection System serving every residential dwelling within the City <br />of Elk River. The City has also developed a mandatory curbside recycling <br />program for all homes and apartment complexes. <br /> <br />In 1995, the City of Elk River added corrugated cardboard to its residential <br />recycling route. The City received SCORE funding to implement this <br />program. This means that every resident of the City has the chance to <br />conveniently recycle newspaper, glass, plastic bottles, metal cans and <br />corrugated cardboard at the curb. <br /> <br />We have also begun a business recycling program in an effort to increase <br />recycling levels in commercial and industrial operations. The City has <br />received SCORE funding in 1994 to help with this program. Unfortunately, <br />staff was not able to concentrate on this issue until recently.
