Memo to Mayor and City Council 1996 SCORE Grant Proposals February 26, 1996 1. Clean Up Day-Saturday, April 27~ 1996 Page 2 This year's event will take place from 8:00 a.m. to 12:30 p.m. at the Public Works Garage at 19000 Elk Lake Road. This year, Sherburne County created a new way for dealing with Clean Up Day applications--in order to qualify you must collect certain items and you must charge Sherburne County's "suggested charge" in order to get SCORE funding. We will be collecting: · Furniture · Tires · Appliances · Auto Batteries · Scrap Metal · Fluorescent bulbs We are given a base amount of $3,500.00. If we spend more than that, we can apply for additional funding after Clean Up Day. In 1995, Clean Up Day disposal and recycling costs were $7,489.08. We were reimbursed for those costs. I am projecting that the 1996 cost will exceed last year's costs, and I hope to reapply for additional funding again this year. 2. Residential Recycling of Junk Mail and Magazines When I met with the haulers to add corrugated cardboard in 1995, I told them that we would be looking to add magazine and junk mail recycling to our routes. I frequently get calls from residents wondering what to do with those materials. Two of the three haulers already offer mixed paper and magazine recycling to businesses in Elk River. I do not believe that adding it to the residential routes will be a real hardship, as they already have markets for those materials. I am requesting $8,622.00 in 1996 SCORE funding to implement the program. Those costs are for staff time, attorney fees, advertising and possible increased costs associated with this program. Our hauler contracts expire in October, so I am planning on hauler negotiations in late summer/early fall.
