City of Elk River
REQUEST FOR COUNCIL ACTION
Agenda Section Meeting Date
Consent 16, 2007
Item Description
A rove Pa E ui 1m lementation Re ort

Item Number
3.9.*

Prepared by

Lauren Wi er, Human Resource Re resentative
Reviewed by

Introduction
The 1984 Local Government Pay Equity Act (Act) requires that each local government jurisdiction report
its pay data to the Minnesota Department of Employee Relations (DOER) every three years to determine
its compliance with the Act. The City is required to report for 2006 and the report is due on January 31,
2007.

Discussion
Copies of the compliance and implementation reports are attached for your review. In order to be in
compliance, the underpayment ratio must be in excess of 80 percent, or if it is less than 80 percent, the T-
test results must pass. The City's underpayment ratio is 97.1 %, therefore passing the test. The DOER
will review the reports and notify the City of the results; however, based on the information presented, it
appears that the City is in compliance with the Act as of December 31, 2006.

Financial Impact
None

Attachments

· Compliance Report
· Pay Equity Implementation Report

Action Requested

The City Council is asked to approve the pay equity implementation and compliance reports as attached.

Council Action

Motion by _

Second by _

Vote

Follow Up
