e e e MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, MARCH 8, 1999 Members Present: President Dwyer; Commissioners Bender, Gongoll, Klinzing, Thompson, and Motin Members Absent: Commissioner Farber Staff Present: Paul Steinman, Director of Economic Development; Pat Klaers, City Administrator; Joni Pearson, Recording Secretary 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 6:05 p.m. by President Dwyer. 2. Consider 3/8/99 Aaenda Director of Economic Development Paul Steinman recommended that a discussion of the Strategic Plan update be added to Item 7., Other Business. COMMISSIONER BENDER MOVED TO APPROVE THE MARCH 8,1999, EDA AGENDA AS AMMENDED. COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 6-0. 3. Consider Consent Aaenda COMMISSIONER BENDER MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. 2/8/99 EDA MINUTES - APPROVED 3.3. EDA CHECK REGISTER - APPROVED COMMISSIONER KLINZING SECONDED THE MOTION. THE MOTION CARRIED 6-0. 4. Ooen Mike No one appeared for open mike. 5. Review Mevissen/Warden Aooraisals - TIF 19 Redevelooment Proiect Uodate Director of Economic Development Paul Steinman indicated that a final appraisal for the Warden property is expected to be complete by the end of the week. He stated that the developer has also agreed to proceed with negotiations based upon the appraised commercial value of the properties. Paul recommended that a written formal offer to purchase the Mevissen and Warden properties be presented upon receipt of the appraisals. COMMISSIONER MOTIN MOVED TO MAKE A FORMAL OFFER TO PURCHASE THE MEVISSEN AND WARDEN PROPERTIES BASED ON THE APPRAISED VALUE. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
