<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER RECREATION BOARD <br />HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM <br />OCTOBER 11, 1988 <br /> <br />Members Present: Mike O'Brien, Chair; Todd Mixer, C1ete Lipetzky, Dave <br />Anderson, Rolfe Anderson, Marilyn VanPatten <br /> <br />Members Absent: <br /> <br />Byron Houghtelin <br /> <br />Other Present: <br /> <br />Phil Hals, Street/Parks Superintendent; Charlie Blesener, <br />Community Education Director; Rollie Ring-Jarvi, Cross <br />Country Ski Coach; Pat Klaers, City Administrator <br /> <br />Prior to the regularly scheduled 10/11/88 Recreation Board meeting at City <br />Hall, a tour was taken of the Woodland Trails Park. Phil, Clete, Todd, Rolfe, <br />Marilyn, Dave and Rollie participated in this tour. The tour began at <br />approximately 6:00 p.m. and concentrated on possible cross country skiing <br />trails for the upcoming 1988-89 winter and possible improvements to be looked <br />at when applying for a LAWCON Grant for development of this park. <br /> <br />1. Pursuant to due call and notice thereof, the meeting of the Recreation <br />Board was called to order at 7:18 p.m. <br /> <br />2. Consideration of 10/11/88 Recreation Board Agenda <br /> <br />It was the consensus of the Recreation Board that the agenda was <br />acceptable as presented. <br /> <br />3. Consideration of 9/6/88 Recreation Board Minutes <br /> <br />BOARD MEMBER ROLFE ANDERSON MOVED TO APPROVE THE 9/6/88 RECREATION BOARD <br />MINUTES AS SUBMITTED. THE MOTION WAS SECONDED BY TODD MIXER. THE MOTION <br />CARRIED 6-0. <br /> <br />4. <br /> <br />Public Mike <br /> <br />High School Cross Country Ski Coach, Rollie Ring-Jarvi was present to <br />discuss with the Recreation Board the proposed cross country skiing <br />course on the Golf Course and Woodland Trails Park for the upcoming <br />1988-89 winter season. Mr. Ring-Jarvi stated that the school currently <br />uses the Girl Scout property as their practice area and eventually would <br />like to work out a program with the City where they could use City park <br />property and assist in the development of the skiing trails. Rollie <br />indicated that a course of varying degrees of difficulty could be laid <br />out for both the novice and more experienced skiier. The school team <br />would be looking at a course that would be more difficult than what is <br />typically undertaken by the average skiier. Mr. Ring-Jarvi indicated <br />that issues the City should look at include the length of the course, <br />markers for the course, a map so that skiiers can know where they are <br />going, a variety of levels of difficulty, maintenance issues of the <br />course, the need for parking lot, possibility of lights at night, <br />restroom facilities and adequate publicity for the activity. Mr. <br />Ring-Jarvi indicated his desire to work with the City and assist in the <br />layout of the cross country skiing trail. <br />
