<br />Page 2 <br /> <br />. <br /> <br />Recreation Board Minutes <br />October 11, 1988 <br /> <br />5. Discussion of Woodland Trails Tour <br /> <br />The Recreation Board concurred that the City should be looking at <br />applying for a LAWCON Grant to develop the Woodland Trails Park. The <br />Recreation Board also concurred that the most obvious components of such <br />a LAWCON Grant were listed in the 10/7/88 memo to the Recreation Board <br />from the City Administrator. The items listed in this memo included the <br />construction of an entrance into the park, the construction of a parking <br />lot with lights, the construction of a camping area with grills, shelter, <br />picnic tables, etc., construction of bridges over the creek within this <br />park and the construction of a cross country skiing trail and hiking <br />trail system. The Recreation Board also indicated that, as previously <br />noted by Mr. Ring-Jarvi, lights for the cross country skiing trail system <br />would also be a nice addition to the park. The Recreation Board asked <br />that Economic Development Coordinator, Dick Fursman, who would be <br />applying for a Grant on behalf of the City, attend an upcoming <br />Recreation Board meeting to discuss this Grant application. <br /> <br />6. <br /> <br />Park Dedication Fees <br /> <br />. <br /> <br />This item was discussed at the September Recreation Board meeting and at <br />that time, Rolfe Anderson was requested to do additional research on Park <br />Dedication Fees in neighboring comumunities. The Recreation Board <br />reviewed Rolfe's 9/28/88 memo that looked at the Park Dedication Fees in <br />Maple Grove, Andover, Plymouth, Champlin, Anoka and Coon Rapids. <br /> <br />BOARD MEMBER CLETE LIPETZKY MOVED TO RECOMMEND TO THE CITY COUNCIL THE <br />INCREASE OF PARK DEDICATION FEES EFFECTIVE 1/1/89 FROM $200 PER LIVING <br />UNIT TO $300 PER LIVING UNIT. MOTION WAS SECONDED BY BOARD MEMBER <br />MARILYN VANPATTEN. THE MOTION CARRIED 4-2. <br /> <br />Dave Anderson and Rolfe Anderson both voted against the motion and <br />indicated that they were not opposed to an increase, but felt that the <br />increase was not high enough to meet City park development needs. <br /> <br />7. Park and Recreation Financial Status <br /> <br />At this time the City Administrator distributed three handouts from the <br />Finance Director, Lori Johnson. These handouts discussed the status of <br />the Park Dedication Fund, the City Recreation Fund and the City Park <br />Fund. This material was reviewed by the Recreation Board and the <br />Recreation Board requested that the Finance Director attend a future <br />meeting during the winter of 1988-89 in order to further elaborate on the <br />financial status of the Park and Recreation Funds. <br /> <br />8. & 9. Communit~Edu~ation U~ate-Char1ie B1esener / City Park and Recreation <br />Update-Phil Ha1s <br /> <br />. <br /> <br />Charlie discussed with the Recreation Board the status of the senior <br />citizen coordinator. This employee now works 32 hours per week and there <br />is a demonstrated need and desire to have this individual work a 40 hour <br />week. Charlie indicated that he would be working with the City <br />Administration Staff in order to see if this increase in time could be <br />accommodated within the budget. <br />
