Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, March 6, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer <br />Wagner <br />Members Absent: None <br />Staff Present: Economic Development Director Brett O'Neil, Recreation Manager Michael Hecker, Fire <br />Chief Mark Dickinson, Fire Administrative Assistant Ali Balabon, and Records Specialist <br />Katie Porath <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:32 <br />p.m. by Mayor Dietz. <br />2. Pledge of Allegiance <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Mayor Dietz added Item 6.2 Introduction of New Employee to the agenda. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve the <br />agenda as amended. Motion carried 5-0. <br />4. Consent Agenda <br />Moved by Councilmember Beyer and seconded by Councihnember Grupa to approve: <br />4.1 February 21, 2023, Minutes. <br />4.2 Check register as outlined in the staff report. <br />4.3 Adopt Ordinance 23-04 granting a franchise to Tekstar Communications, Inc., to construct, <br />operate, and maintain a cable system and provide cable services, Agreement 2023-03 and <br />Adopt Resolution 23-10 for summary publication of the franchise ordinance. <br />4.4 Approve an update to the Informatiion Security Committee Charter. <br />4.5 Adopt Resolution 23-11 for summary publication of Ordinance 23-02, a gas franchise <br />ordinance with CenterPoint Energy. <br />4.6 Approve a Temporary On -Sale Liquor License to the Elk River Rotary Club for the Taste of <br />Elk River event scheduled for May 18, 2023, with the condition alcohol must be limited to an <br />area enclosed by fence with a secure, controlled access.
