<br />~ <br /> <br />~ <br /> <br />~ <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on Sept. 20, 1971 at 7 :30 pm, in the Council Room of the <br />Village Office Building. Members present were Mayor Bartelt and Councilmen Hudson, <br />Syring and Konop. <br /> <br />The minutes of the Aug. 18, 1971 special meeting, Aug. 24, 1971 special meeting, <br />Aug. 31, 1971 special meeting, Sept. 7,s~97l special meeting and Sept. 7, 1971 <br />regular meeting were read. The minutes of the Sept. 7, 1971 regular meeting <br />were corrected as follows: Moved by Councilman Hudson and seconded by Councilman <br />Konop to place a slurry coat on Jackson and. Lowell Avenues between Main Street <br />and US Highway 10, cost approximately $900.00. The minutes were then approved as read. <br /> <br />Lloyd. Anderson'and Nate Osvold were present and reported that they were purchasing <br />from Dean Bailey, the property west of the Bailey Feed Co., comprising the coal <br />and storage sheds. They requested permission to install a s~ptic tank type sanitary <br />system on the west end of the property so that they can have restroom facilities <br />as they plan to convert and upgrade the west building in to offices. If permission <br />is not granted, they would use this building for a warehouse only, '\\rith no change in <br />outside appearance other than paint. A septic tank type sanitary system was found <br />agreeable with the Council as a hookup to the village sanitary sewer system is not <br />ecomically feasible. <br /> <br />Lloyd. Anderson also reported that they are negotiating towards moving the Houlton <br />house from the 1st National Bank property located on Main Street at King Avenue. <br />The house, in 2 units, would be moved North on King Avenue thence liiest on U.S. <br />Highway 10, departing on U.S. Highway 10 after 1:00 am. They requested permission <br />to block King Avenue across from the Farm Service for about 7 or 8 hours. l-lr. <br />Anderson was advised to contact the Fire Department to ~earn their feelings and to <br />report back to the Council. ' <br /> <br />A meeting with the Elk River Utilities Commission convened, Arthur Erickson, <br />William Patenaude and Richard Burgoyne in attendance. <br /> <br />Mr. Erickson reported the cost of the new gas fueled generating unit, the building <br />to house this unit and the switchgear equipment, would be in excess of $900.000.00. <br />The present gas pressure might be insufficient for satisfactory performance of this <br />new unit and a 4 inch gas line, which would be at the e~ense of the successful <br />bidder, might have to be laid. <br /> <br />The Council advised the Commission that they should consider a increase in water <br />and electric ra.tes'etlfeetive 1-1-72 and that they should make application now, so <br />that when the government price-wage freeze is removed, all the ground work would <br />be completed. <br /> <br />The Commission reported on the problem 'of homeowners in the new additions asking <br />for street lighting. Agreeable that 'some kind of a minimum requirement standard <br />should be set, such as 5 homes 'in a given block to 'qualify for street lighting. <br />The Utilities need 'some guide lines as cost-wise, it is too much of a burden on <br />placing street lighting in partially developed residential areas. <br /> <br />Mayor Bartelt reported that the Vin Holzem property East of the water tower might <br />be available f or sale, and that the Commission should pursue as there presently is <br />no access to the East end of the tower. <br /> <br />Rex Oetinger was present and discussion followed on whether he would be interested <br />in becoming building inspector and zoning administrator for the Village of Elk River. <br />Building permits and inspection fees would be rarsed to meet these coots. Nothing <br />was finalized. Hac Gibbon reported that the state building code will be available <br />after the first of the year and that we should adopt by ordinance, the state code <br />when it is available. <br /> <br />Scott Gile, Wayne Robertson, Tom Hellerstadt, Doug Wilkes, Pete Nogle and Miles <br />Robertson were present and registe~ea a complaint against part time police Officer <br />
