Meeting called to order at 7:35 P.M. by Mayor Madsen. <br /> <br />2. Adopt Adgenda <br /> <br />COUNCILMAN TOm MOVED THAT THE AGENDA AS PREPARED BY THE CITY ADMINISTRATOR BE <br />ADOPTED. MOTION SECONDED BY COUNCILMEMBe:R DUITSMAN. , MOTION PASSED 3-0. <br /> <br />3. Minutes <br /> <br />The eouncil asked that the word side in the last paragraph on the first page be <br />changed to wide. COUNCILMAN DUITSMAN MOVED THAT THE MINUTES OF THE JULY 17, <br />1978 MEETING OF THE ELK RIVER CITY COUNCIL BE APPROVED, AS CORRECTED, MOTION <br />SECONDED BY COUNCILMAN '!'OTH. MOTION PASSED 3-0. <br /> <br />4. Xenia Street Improvement <br /> <br />City Engineer, Lyle Swanson of McCombs-Knutson Engineering made a brief presentation <br />to the Council members and to the residents of Xenia Street present. Mr. Swanson <br />explaned that the high eost of the original bid for Xenia Street Improvements was <br />the reason the Council wished to meet this evening with the residents. He further <br />explained that the Council wished to know whether or not the residents wished to <br />pay the high cost of the project or to have the project rebid at a later time and <br />possibly obtain a more favorable price. Residents questioned the City Engineer <br />about the costs for the project in the future and whether or not it would be <br />higher or lower. Mr. Swanson indieated that there was no guarantee, but that the <br />cost of such a project could be 10% less, assuming that there were no drastic <br />ehanges in the economy:. The residents indicated that they would discuss the <br />problem amongst themselves and return to the Council and info.rm them of their <br />decision at the August 21, 1978 Couneil Meeting. <br /> <br />5. On-Sale Liquor License for Zeke's Ineorporated <br /> <br />The City Administrator explained the request for an On-Sale Liquor License to the <br />Couneil, and also provided back ground information on Police calls to the establish- <br />ment and similar establishments in the area. COUNCILMAN DUITSMAN MOVED THAT THE <br />UQUOR LICENSE BE APPROVED, MOTION SECONDED BY COUNCILMAN ENGSTROM. MOTION <br />PASSED 3-0. <br /> <br />6. Acton Construction Payment <br /> <br />COUNCILMAN DUITSMAN MOVED THAT THE PAYMENT IN THE AMOUNT OF $64,932.60 TO AC'!'ON <br />CONSTRUCTION COMPANY BE APPROVED AND THAT THE CITY ADMINISTRATOR REIEASE THE <br />PAYMENT WHEN THE. CITY'lS CASH FLOW ALIDWED, MOTION SECONDED BY COUNCIIMAN ENGSTROM. <br />MOTION PASSED 3-0. <br />
