o REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. August 7, 1978'at 7:30 P.M~ Members Present: Mayor Frank Madsen, Councilmembers Toth, Duitsman and Engstrom. Members AbsentrCouncilmember otto. 1. Meeting called to order at 7:35 P.M. by Mayor Madsen. 2. Adopt Adgenda COUNCILMAN TOm MOVED THAT THE AGENDA AS PREPARED BY THE CITY ADMINISTRATOR BE ADOPTED. MOTION SECONDED BY COUNCILMEMBe:R DUITSMAN. , MOTION PASSED 3-0. 3. Minutes The eouncil asked that the word side in the last paragraph on the first page be changed to wide. COUNCILMAN DUITSMAN MOVED THAT THE MINUTES OF THE JULY 17, 1978 MEETING OF THE ELK RIVER CITY COUNCIL BE APPROVED, AS CORRECTED, MOTION SECONDED BY COUNCILMAN '!'OTH. MOTION PASSED 3-0. 4. Xenia Street Improvement City Engineer, Lyle Swanson of McCombs-Knutson Engineering made a brief presentation to the Council members and to the residents of Xenia Street present. Mr. Swanson explaned that the high eost of the original bid for Xenia Street Improvements was the reason the Council wished to meet this evening with the residents. He further explained that the Council wished to know whether or not the residents wished to pay the high cost of the project or to have the project rebid at a later time and possibly obtain a more favorable price. Residents questioned the City Engineer about the costs for the project in the future and whether or not it would be higher or lower. Mr. Swanson indieated that there was no guarantee, but that the cost of such a project could be 10% less, assuming that there were no drastic ehanges in the economy:. The residents indicated that they would discuss the problem amongst themselves and return to the Council and info.rm them of their decision at the August 21, 1978 Couneil Meeting. 5. On-Sale Liquor License for Zeke's Ineorporated The City Administrator explained the request for an On-Sale Liquor License to the Couneil, and also provided back ground information on Police calls to the establish- ment and similar establishments in the area. COUNCILMAN DUITSMAN MOVED THAT THE UQUOR LICENSE BE APPROVED, MOTION SECONDED BY COUNCILMAN ENGSTROM. MOTION PASSED 3-0. 6. Acton Construction Payment COUNCILMAN DUITSMAN MOVED THAT THE PAYMENT IN THE AMOUNT OF $64,932.60 TO AC'!'ON CONSTRUCTION COMPANY BE APPROVED AND THAT THE CITY ADMINISTRATOR REIEASE THE PAYMENT WHEN THE. CITY'lS CASH FLOW ALIDWED, MOTION SECONDED BY COUNCIIMAN ENGSTROM. MOTION PASSED 3-0.
