<br />o <br /> <br />o <br /> <br />REGULAR S:EMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />FEBRUARY 6, 1978 At 7:30 P.M. <br /> <br />Members present: <br /> <br />Mayor Madsen, Counci1member Duitsman, Toth, Engstrom. <br /> <br />Members absent: <br /> <br />otto. <br /> <br />The minutes of the January 16, 1978 regular meeting were reviewed as there were no <br />additions or corrections the minutes were approved as printed. <br /> <br />Mayor Madsen appointed, Planning Commission Fredricksen, Th~n, Fox and Zabee <br />to the Board of Adjustments. <br /> <br />The Planning Commission recommended that the City Council approve Neil Hoeft. s <br />request for zoning change from A-1 (Agriculture) to B-1 (Hwy. Business). <br /> <br />Moved by Councilmember Engstrom and seconded by Councilmember Duitsman to approve <br />Neil Hoefts request for a zoning change. Motion unanimously carried by;'.a vote of <br />4-0. <br /> <br />Planning Commission recommended to the City Council that a Conditional Use Permit <br />be granted to Dungarvin Inc. for ~ of residence for 12 mentally reta~d&d adu1\7. <br />Motion was made by Councilmember ~i;f'4 and seconded by Councilmember Kg~~dm <br />that a Conditional Use Permit be granted to Dungarvin, Inc., with provisions be <br />that a Engineering study be made for an adetIuate disposal systems. And if the <br />system be i"nadequate, that an Engineering plan be implemented before occupancy <br />of the residents, and proper sewage drainage must satisfy all applicable, and that <br />it will be approved by our City Engineer. Motion unanimously carri.ed by a vote <br />of 4-0~ <br /> <br />Larry Jorda1 of 824 Jackson Ave. met with the Council regarding sewer'prob1em. <br />He wanted to know who is responsible for cost incurred by sewer backup. <br /> <br />Mayor Madsen, wants to talk with Darrell Mack, the W.W.T.P. operator before any <br />decission is made. <br /> <br />Neil Larson and Lyle Swanson, for McCombs-Knutson, met with the Council for their <br />approval for driveway easement access to NorthbaIDd Center. <br /> <br />Motion was made by Counci1member Engstrom and seconded by Councilmember Toth for <br />a tenative approval of a permanent Easement for access to Northbound Center accross <br />the liquor store property upon completion of construction set forth in minutes of <br />November 28, 1977, Council meeting. Motion carried by a unanimousmyote of 4-0. <br /> <br />Depu~~ Sher;i.ff, Dave Anderson, met with the Council for a temporary building <br />in front of S.W. corner of existing jail for purpose of filing space. <br /> <br />Moved by Councilmember Toth, sseconded by Counci1member Duitsman to grant ~&lillri'h, <br />Inc. a Conditional Use Permit for a temporary bui1ding.C!s---layed--out-by-th:e-~ of <br />Adjust-mentis. Motion unanimously carried by a vote of 4-0. <br /> <br />......
