The meeting was called to order at 7: 30 p.m. by Mayor Hinkle <br /> <br />2. Agenda <br /> <br />Item 15~ - Highway #10 Improvements, 16 - Administrator's Update, E. - Clean Up <br />Day, F. - Ridgewood Roads, and Item 16~ - Councilmember Gunkel's Items, were added <br />to the July 16, 1984 City Council agenda. <br /> <br />COUNCILMEMBER ENGSTROM. MOVED TO APPROVE THE JULY 16,1984 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMliL.\1BER SCHULDT MOVED TO APPROVE THE MINUTES OF THE JULY 9, 1984 CITY COUNCIL <br />MEETING. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE. MOTION. PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />Mayor Hinkle introduced Ms. Joyce Lahti, the new librarian, to the City Council. <br /> <br />5. Highway 11169 Water Trunk Crossing - Public Hearing <br /> <br />Councilmember Duitsman indicated that the Utility Commission requested a feasibility <br />study for a proposed trunk watermain across Highway 11169. Councilmember Duitsman <br />indicated that the proposed trunk watermain would extend from Freeport Avenue in the <br />Barthel Planned Unit Development east toward and under Highway #169, and ending with <br />a connection at the existing watermain in the Barrington Place Planned Unit Develop- <br />ment. Councilmember Duitsman inditca ted that the trunk wa termain is necessary to in-, <br />crease water flow to the east of Highway 11169. Councilmember Duitsman further in- <br />dicated that the project would be a part of a tax increment financing project in the <br />Barthel Planned Unit Development or as an alternative, the project would be assessed. <br /> <br />The City Administrator indicated that the proposed trunk watermain could be a part of <br />a tax increment financing district if a district becomes available. The City Admin- <br />istrator further indicated that the feasibility study proposes a 16...itich watermain <br />and further indicated that it is proposed to assess the Barthel Planned Unit De- <br />velopment for the equivalent cost of a 12-inch watermain which would be consistent with <br />the Barrington Place assessment. The City Administrator indicated that originally, <br />it was proposed to assess property owned by George Dietz north of the Barrington Place <br />Planned Unit Development, but in light of the recent zoning developments, it is proposed <br />to route the waterline in the same area and not to provide service under Dodge Avenue <br />to the Dietz property. <br /> <br />Mayor Hinkle opened the public heraing. <br /> <br />No one appeared for or in opposition of the proposed trunk watermain. <br />
