,---c, <br /> Iit / A A <br /> 14 - <br /> Item# 6. 15. <br /> y of . � MEMORANDUM <br /> Lik Ri• <br /> ver TO: Planning Commission <br /> FROM: Stephen Wensman, Planner <br /> DATE: March 23, 1999 <br /> SUBJECT: Ordinance Amendment to create an <br /> Open Space Preservation <br /> Development Overlay Zoning District <br /> and Regulations <br /> Request <br /> The City of Elk River request that the Planning Commission review the <br /> proposed Ordinance Amendment to create an Open Space Preservation <br /> Development Overlay District and Regulations. <br /> Attachments <br /> III • Open Space Preservation Development District Regulations <br /> Overview <br /> The Open Space Preservation Development District Regulations are written <br /> to permit clustering of detached single family residential units as an overlay <br /> district in the Rla (Rural Residential District) and A1(Agricultural <br /> Conservation) zones if the development meets the minimum requirements. <br /> The overlay district shall be administered similarly to the Antenna Tower <br /> districts or the Mineral Excavation districts. <br /> Staff has solicited comments from developers and the MN Land Trust. The <br /> City Attorney has not yet commented on the Ordinance Amendment. <br /> Issues <br /> To create incentives and lessen the disincentives of the OSPD. Some <br /> examples include: <br /> 1.
