<br /> <br /> <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAYt MAY 13, 1985 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom and Gunkel. Councilmember <br />Engstrom arrived at 8:30 p.m. <br /> <br />Members Absent: <br /> <br />Councilmember Williams <br /> <br />1. The meeting was called to order at 8:15 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item 4 - City Newsletter Presentation by Jack Boarman was removed from the Agenda. <br />Item 2~ - Erwin Specht Request Regarding Billboards and 6~ - Library Board Appoint- <br />ment were added to the May 13. 1985 City Council Agenda. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE AGENDA FOR THE MAY 13, 1985 CITY COUNCIL <br />MEETING AS AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />3-0. <br /> <br />2~. Erwin Specht Request <br /> <br />Mr. Erwin Specht and Dr. Baldwin were present to discuss with the City Council the <br />possibility of rezoning their property adjacent to Highway #10 to C-3B Highway <br />Commercial from its present agricultural zoning. <br /> <br />Mayor Hinkle indicated that the item must be brought up before the Planning <br />Commission and a public hearing conducted before the City Council could consider <br />the request. <br /> <br />Mayor Hinkle indicated that a zone change for a commercial strip on Highway #10 <br />would affect other property owners on Highway #10 and would not necessarily allow <br />them to place billboards on their property, as a new sign ordinance was in process <br />at this time and the affect of that ordinance on Mr. Specht's request is not known <br />at this time. <br /> <br />Mayor Hinkle and Councilmember Schuldt indicated that Mr. Specht should check with <br />the Sherburne County Assessor's office as to the effect a commercial zone would <br />have on his property regarding taxes. <br /> <br />Discussion was carried on regarding the proposed sign ordinance. <br /> <br />Mr. Specht suggested that the City Council adopt a system of numbering signs and <br />billboards placed on property in the City of Elk River to regulate the time that <br />a sign may be up, who placed the sign and who owns the sign. <br /> <br />Discussion was also carried on regarding the fee for a zone change request for <br />Mr. Specht. It was the consensus of the City Council that the fee would be waived, <br />as the zone change request made by Mr. Specht in July of 1984 was in essence tabled <br />until a new sign ordinance was drafted and adopted by the City Council. <br />
