Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 7:05 p.m. by Mayor Tralle. <br /> <br />2. Consider 4/21/92 City Council Agenda <br /> <br />COUNCILMEMBER HOLMGREN <br />AGENDA. COUNCILMEMBER <br />CARRIED 4-0. <br /> <br />MOVED TO APPROVE THE 4/21/92 CITY COUNCIL <br />KROPUENSKE SECONDED THE MOTION. THE MOTION <br /> <br />3. <br /> <br />Westwood Area Assessment Hearing <br /> <br />Terry Maurer, City Engineer, gave a brief history of how the Westwood <br />project started. He indicated that improvements to the Westwood Area <br />were discussed and considered by the City Council in September, 1985. <br />Following City Council review of the 1985 feasibility study and <br />discussion with property owners, the project was dropped in November, <br />1985. Terry Maurer stated that the project was reinitiated by the City <br />Council in January, 1991. <br /> <br />Terry Maurer reviewed the cost comparisons of the project from 1985 to <br />1992. The total estimated construction of the project according to the <br />1985 feasibility study was $529,400 as compared to the actual 1992 <br />construction cost of $816,351. Terry Maurer explained that an <br />estimated assessment for a 75 foot lot in 1985 was $6,049 compared to <br />$7,371 in 1991. He further explained that an estimated assessment cost <br />in 1985 for a 150 foot lot was $12,098 compared to $14,075 in 1992. <br />Terry Maurer noted that with the City's contribution and the proposed <br />assessment method for the project in 1992, the actual cost will be <br />$6,315 for a 75 foot lot and $11,851 for a 150 foot lot. He explained <br />that the assessment amounts are almost the same as they were seven <br />years ago due to the City'S participation in the assessment costs. <br /> <br />Terry Maurer reviewed the project costs for the different components of <br />the project and noted that there will be some additions to the project <br />which will be City funded. He further indicated that there were <br />several additional overhead costs to this project which will also be <br />City funded. <br />
