<br />Elk River City Council Minutes <br />April 21, 1992 <br /> <br />Page 2 <br /> <br />. <br /> <br />Terry Maurer stated that the City held three open houses to allow the <br />residents to come in and discuss the five different assessment methods <br />being considered by the City. <br /> <br />Councilmember Schuldt arrived at this time (7:20 p.m.). <br /> <br />Terry Maurer indicated that the City Council authorized a market study <br />by Peter J. Patchin and Associates, Inc. The study appraised each <br />parcel of property affected by the improvement project. A <br />recommendation was made of each individual property as to what each <br />parcel of property could bear for an assessment. Terry Maurer stated <br />that after reviewing the study, staff's recommendation is that all <br />properties in the project be assessed equal to or less than what the <br />market study indicates the property can support for benefit. <br /> <br />Terry Maurer stated that several issues were raised at the open house <br />which have been brought to the City Council for their consideration. <br />Terry Maurer indicated that it was suggested by some of the residents <br />that a walkway be included. Terry Maurer stated that staff will be <br />recommending to add a bituminous paved walkway in areas where no roads <br />will be built. Terry Maurer also stated that the addition of street <br />lights were mentioned by the residents. He indicated that the City <br />will be working with the Municipal Utilities to have some street lights <br />installed. <br /> <br />. <br /> <br />Terry Maurer informed the Council that another issue of concern of many <br />residents related to wet basements. He indicated that the storm sewer <br />improvement will not make a reduction in the water table level, <br />therefore those basements that have water problems caused from the <br />water table level will not see an improvement. He stated that the <br />storm sewer improvement will be addressing the surface water issues and <br />will improve those basements that are wet from surface water. <br /> <br />Terry Maurer explained that there were a few property owners in the <br />Westwood Area with more than one small lot. He stated that the City <br />has a provision to allow these homeowners to combine their lots which <br />would reduce the assessment. <br /> <br />The City Engineer stated that another issue that was brought to the <br />staff's attention was the two year time frame to hook up to sanitary <br />sewer. Terry Maurer explained that the City Council considered this <br />issue at its last meeting and took action to allow a total of four <br />years prior to mandatory hookup to sanitary sewer if the private system <br />could meet environmental standards. Terry Maurer informed the <br />residents that a petition had been received from the residents of the <br />project area requesting a five year time limit for hookup. <br /> <br />. <br /> <br />Terry Maurer reviewed the utility hookup costs. He indicated that <br />there is a SAC charge of $1,300. He explained that there would be a <br />charge to bring the sanitary sewer from the street to the home and this <br />was the responsibility of the homeowner. He indicated that there would <br />be a charge to the homeowner to abandon their existing septic tank. He <br />stated there is a WAC charge of $300 and a water meter charge of $66. <br />He informed the residents that there would also be a charge to bring <br />
