TO: FROM: DATE: SUBJECT: Mayor & City Council Lori Johnson, Finance Director April 24, 2000 Consider Joint Powers Agreement Between the Cities of Andover and Elk River for the Position of Information Systems Coordinator Attached are copies of the proposed Joint Powers Agreement and job description for the shared Information SYstems Coordinator (IS) position with the City of Andover. The City of Andover contacted me regarding this position last month, at which time the City Council gave preliminary approval to continue moving forward to ~11 this position. Once the Joint Powers Agreement is signed by both cities, we will begin recruiting for this position. Andover's offer to share an IS position creates a great opportunity for Elk River to ease into having an IS staff to help decrease the computer burden now placed on other employees. Andover's pay range for this position is $41,490-$52,520. Elk River will be responsible for 40 percent of the pay and benefits based on the current allocation of sixteen hours per week to the City of Elk River and 24 hours per week to the City of Andover. Funding for this position was not included in the 2000 budget; however consulting fees were included in the budget. It is estimated that the ciW's costs for this position for 2000 will be approximately $20,000. Some of the cost will be funded with unused consultant fees in the finance and police department budgets. The Council Contingency budget may need to fund any costs that cannot be absorbed by the benefiting departments. Action Requested The City Council is asked to consider the Joint Powers Agreement between the cities of Andover and Elk River for the Position of Information Systems Coordinator. 13065 Orono Parkway · P.O.
