Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: 175th AVENUE FEASIBILITY STUDY <br /> <br />Dear Council Members: <br /> <br />Attached please find a copy of the 175th Avenue feasibility study. This feasibility study <br />discusses the installation of lateral sanitary sewer and trunk water main together with the <br />reconstruction of the 175th Avenue from Tyler Street to Fillmore Street. As the City <br />Council is aware the sanitary sewer is to be funded by the developers of Park Pointe <br />Addition, and the water main is going to be bid as an alternate with funding possibly <br />provided by the City and the Elk River Municipal Utilities. If no funding can be provided <br />for the water main it can be deleted from the project. <br /> <br />Therefore the only improvement the feasibility study discusses assessing to the abutting <br />properties is the reconstruction of the street. The recommendation of the feasibility <br />study is to assess each residential unit $5000.00. This is the same amount that is <br />proposed in the City Pavement Management Plan for street assessment to properties <br />involved in reconstruction of streets in the old core City. With the large Mitchell property, <br />a recommendation to assess blank units is made in the feasibility study based on the <br />average size of residential property versus the frontage contained in the Mitchell piece. <br />The same is true of the Klein property. <br /> <br />As the City Council is aware, we have acquired additional street, drainage, and utility <br />easements from all of the properties abutting 175th Avenue. During the easement <br />acquisition phase I met with each property owner personally. In our many discussions, I <br />have initially indicated that the City Council consensus was that if the easements were <br />all granted for no compensation the City would consider no street assessment. As the <br />table on page 5 of the feasibility study indicates, I was unsuccessful in getting all of the <br />easements signed for no compensation. There were six property owners that requested <br />compensation, totaling slightly less than $20,000.00. There were a total of 10 property <br />owners that did give their easement for no compensation. <br /> <br />As the City Council considers this feasibility study, there are really three options you <br />could pursue.
