Honorable Mayor and City Council
May 8, 2002
Page Two

City Council could decide to proceed to a public hearing with the
recommendation of a $5000.00 assessment to each residential unit.

City Council could direct staff to amend the feasibility with a modified proposed
assessment rate and proceed to a public hearing.

If the Council wants to pursue either of the last two options, it would be appropriate
to consider adoption of the attached resolution, which approves the feasibility study
and orders a public hearing. If the Council wants to go to a public hearing with a
modified assessment rate, City staff would simply prepare an amendment to the
feasibility study, which the Council could consider at a future meeting prior to the
public hearing.

I will be in attendance at your May 13, 2002 City Council Meeting to discuss this
issue further.

Sincerely,

Howard R.
