DRAFT <br />MEETING OF THE ELK RIVER <br />BOARD OF APPEAL AND EQUALIZATION <br />HELD AT THE SHERBURNE COUNTY GOVERNMENT CENTER <br />WEDNESDAY, APRIL 28, 2010 <br />Members Present: Mayor Klinzing, Councilmembers Zerwas, Gumphrey, Westgaard, and <br />Motin <br />Members Absent: None <br />Staff Present: City Clerk Tina Allard and Executive Secretary/Deputy City Clerk Jessica <br />Miller <br />Also Present: Sherburne County Assessor Gerald Kritzeck, Chief Deputy John Cullen, <br />Residential Appraisers Greg Olson, Theresa Quinn, and Shelly Murschel, <br />Agricultural Specialist Jeanne Henderson, and Commercial/Industrial <br />Appraiser William Riley <br />1. Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of Appeal and <br />Equalization was called to order at 6:30 p.m. by Mayor Klinzing. <br />2. Board of Appeahnd Equalization <br />Gerald Kritzeck, Sherburne County Assessor, indicated that the purpose of the Board of <br />Appeal and Equalization is to consider and review 2010 estimated market values and <br />property classifications. <br />Information was presented on the assessment procedures and statistics for the City of Elk <br />River 2010 assessments. <br />The Board of Appeal and Equalization heard appeals as outlined below: <br />1. Thomas and Janet Weishalla, Parcel Identification Number 75-121-4405 <br />Mr. and Mrs. Weishalla indicated that they believe their estimated market value is high and <br />requested it be reduced. Mr. Weishalla added that the neighbor's property is in poor <br />condition which brings his value down. <br />Mr. Olson reviewed comparables. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY MAYOR <br />KLINZING TO ADJUST THE VALUE OF PARCEL 75-121-4405 BY 5% ($13,100) <br />WITH A REDUCTION OF $10,000 IN THE LAND VALUE AND A <br />REDUCTION OF $3,100 FROM THE HOUSE VALUE. MOTION CARRIED 5-0. <br />2. Charles Hulse, Parcel Identification Number 75-690-0130 <br />Mr. Hulse presented an appraisal and requested that his value be reduced to $345,000. <br />
