Board of Appeal and Equalization Minutes <br />Apri128, 2010 <br />Mr. Olson reviewed the comparables in the appraisal. <br />Page 2 <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO ADJUST THE TOTAL VALUE OF LAND <br />AND BUILDING TO $345,000 SPLITTING THE REDUCTION EQUALLY <br />BETWEEN THE LAND AND BUILDING VALUES. MOTION CARRIED 5-0. <br />3. William Mahan, Parcel Identification Number 75-690-0142 <br />Mr. Mahan presented an appraisal and requested his value be reduced to $345,000. He added <br />that he has almost the identical house to Mr. Hulse as discussed above. <br />Mr. Olson reviewed the appraisal and comparables. He added that Mr. Mahan's home has <br />more square footage and is higher quality than his neighbor's. <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO ADJUST THE TOTAL VALUE OF LAND <br />AND BUILDING TO $345,000 SPLITTING THE REDUCTION EQUALLY <br />BETWEEN THE LAND AND BUILDING VALUES. MOTION CARRIED 5-0. <br />4. Chris McClory, Parcel Identification Number 75-132-2220 <br />Mr. McClory stated he believes his property value is too high based on sales in the area. He <br />requested his value be reduced to $238,800. <br />Mr. Olson indicated that Mr. McClory's request would be a large reduction for Elk River. <br />MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO REDUCE THE VALUE OF PARCEL 75- <br />132-2220 BY 5% SPLIT EQUALLY BETWEEN THE LAND AND BUILDING <br />VALUES. MOTION CARRIED 4-1. Councilmember Moon opposed. <br />Councilmember Motin stated he believes the value on this parcel has been reduced enough <br />and thought lowering it by another 5% was excessive. <br />5. Grace Ostien, Parcel Identification Number 75-117-4007 <br />Ms. Ostien indicated she would like a change in classification to remain in the Green Acres <br />program. <br />Ms. Henderson stated she would like to review the property to ensure that the property <br />qualifies for the change in classification. <br />MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY <br />COUNCILMEMBER MOTIN FOR THE APPRAISER TO REASSESS PARCEL <br />75-117-4007 AND REPORT BACK AT THE RECONVENE MEETING. MOTION <br />CARRIED 5-0. <br />
