MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, DECEMBER 8, 2009 <br />Members Present: Chair Scott, Commissioners Anderson, Bell, Ives, Johnson, Lemke and <br />Westberg <br />Members Absent: None <br />Staff Present: JeremyBarnhart, Planning Manger; Chris Leeseberg, Planner/Park Planner; <br />Debbie Huebner, Recording Secretary <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planni ~ Commission <br />was called to order at 6:30 p.m by Chair Scott. <br />2. Consider 12/8/09 Planning Commission Agenda <br />MOVED BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER WESTBERG TO APPROVE THE DECEMBER 8, 2009 <br />PLANNING COMMISSION AGENDA WITH THE FOLLOWING CHANGE: <br />ITEM 3. -NOVEMBER 10, 2009 PLANNING COMMISSION MINUTES WAS <br />REMOVED FROM THE AGENDA. <br />MOTION CARRIED 7-0. <br />Planning Commission Representative to Attend December 21, 2009 City Council Meeting <br />Commissioner Ives will attend the December 21, 2009 City Council meeting. <br />5.1. Request bvRiver of Life Church. 21695 Elk Lake Road to Amend Existing Interim Use <br />permit for Temporary Classrooms/C-ffice, Public Hearing -Case No. CU 09-22 <br />The staff report was presented by Chris Leeseberg. River of Life Church has requested an <br />extension of their interim use permit to allowthe portable office and classrooms until <br />September 1, 2013. He explained that their existing permit does not expire until September <br />1, 2010, but the applicant needs to act on the request now, due to leasing renewal <br />requirements with the supplier. Mr. Leeseberg noted that the drivewaypreviouslyused to <br />access the site on 217th Avenue has been removed, regarded and vegetated The original <br />conditional use permit required the paving of a portion of 217th avenue. With the removal <br />of the driveway access on this street, staff recommends that this requirement be removed <br />until access is necessary. Staff recommends approval of the request with the five conditions <br />listed in the staff report to the Commission dated December 8, 2009. <br />Chao- Scott opened the public hearing. <br />Michael Lord, 13337 290th Avenue, Zimmerman, MN - stated he was present as the <br />representative for River of Life Church to answer any questions the Commission had <br />
