~ a~ <br />ity of <br />lk~ River <br />Item 7.6. <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Pat Klaers, City Adn~f/rator <br />DATE: July 24, 1995 <br />SUBJECT: Housing Maintenance Ordinance <br />Building and Zoning Administrator Steve Rohlf and Building Official Cliff <br />Skogstad have been working on a Housing Maintenance (HM) ordinance and <br />a multi-family housing inspection program for over a year. This program has <br />at times been interwoven with a fire inspection program and at times been <br />completely independent of any proposed fire inspection program. Steve and <br />Cliff began work on a HM ordinance with former Fire Chief, Russ Anderson <br />and have renewed their efforts on this project with the current Fire Chief, <br />Bruce West. Bruce, Steve, and Cliff are now ready to present a proposed HM <br />• ordinance for review by the City Council. <br />Some questions and issues related to the HM ordinance include the following: <br />• What types of codes have been successful in other communities...A <br />code that simply addresses the bare minimum health, safety, and <br />welfare issues or a code that addresses other issues such as the <br />aesthetics or appearance of the property, police complaint issues, <br />and nuisance complaints? <br />• How does the HM ordinance interrelate with a future fire <br />inspection program and code? Currently, fire inspections are taking <br />place under the State code, but we anticipate a City of Elk River <br />fire inspection code and program being implemented in the future. <br />• What type of manpower is needed for implementing the HM <br />ordinance? How often are the inspections to-take place under the <br />HM ordinance...annually, every two years, or less frequently? <br />• What fee should be paid by apartment complexes for an apartment <br />rental license?
