• The HM ordinance will at first deal with multi-family apartment <br />units. In the future, the HM ordinance will also need to address <br />single family homes that are converted into rental units. When <br />does the inspection program for these converted homes get <br />initiated? <br />Based on conversations with officials in other communities, what <br />are the overall benefits to the community for having an HM <br />ordinance and what are the biggest negatives of having an HM <br />ordinance? <br />No Council action on approving an HM ordinance is requested Monday night <br />or in the next few weeks. Staff needs City Council input on what direction <br />this HM ordinance should take and how this HM ordinance should <br />interrelate with the Fire Chief and a commerciallindustrial (plus public and <br />quasi-public buildings) fire inspection program. One of the key issues for the <br />Council is whether or not we want an HM ordinance that only deals with the <br />bare minimum health, safety, and welfare issues or if we want an HM <br />ordinance that goes beyond the bare minimum items and into other elements <br />that help make the community more livable. Every indication that we have <br />received from other communities is that the maintenance ordinance has to go <br />• beyond the bare minimum health, safety, and welfare issues. Additionally, <br />all the other communities have indicated to us that we are being pro-active <br />and are getting "ahead of the curve" in beginning this program before major <br />problems exist. <br />Once this proposed HM ordinance gets closer to a final draft status, staff will <br />hold a meeting with apartment complex owners to obtain their comments and <br />input. <br />Staff looks forward to receiving Council direction on how to proceed with this <br />program. <br />council:hmo <br />• <br />
