MEMORANDUM <br />R1Vei• TO: Mayor & City Council <br />FROM: Pat Klaers, City Administrator <br />DATE: June 19, 1995 <br />SUBJECT: Park and Recreation Issues <br />There are a number of park and recreation issues that need to be reviewed <br />and discussed by the City Council. Some of these items require City Council <br />action while other items are simply updates. Please see the attached memos <br />from Street/Park Superintendent Phil Hals on some of these park and <br />recreation issues. Items not discussed in this or Phil's memo will be verbally <br />presented to the Council on June 19, 1995. <br />Use of Parh Dedication Funds <br />Typically the Park and Recreation Commission recommends the use of <br />$25,000 worth of park dedication funds for smaller improvements in parks <br />throughout the city. The Commission has discussed the use of park <br />• dedication funds at a number of meetings and is now ready to present a <br />recommendation for Council approval. <br />Woodland Trails Update <br />Park improvements in Woodland Trails are scheduled to be completed in <br />1995 so that the city will be in compliance with the state grant that was <br />received a few years ago. The attached 1120/94 update that Phil provided the <br />Council is still valid in terms of the items that need to be completed, <br />however, some of the items scheduled in 1994 did not get accomplished. <br />Additionally, the city plans to bid out some of the work and not have the <br />street crew do all of the proposed improvements. The $50,000 state grant for <br />this project will help make this area more usable and available to the public. <br />EDA Parking Stalls <br />On 4/12195, the Commission recommended to the City Council that four <br />parking stalls in front of the EDA site be eliminated in order to increase the <br />visibility of this green space and the river. Removing the parking stalls <br />would certainly encourage more activity at this site, and this would benefit <br />the entire central business district.
