ITEM 10. <br />MEMORANDUM <br />~~l TO: Mayor & City Council <br />FROM: Pat Klaers, City Administrator <br />DATE: June 26, 1995 <br />SUBJECT: East Highway 10 Utilities Worksession <br />On April 25, 1995, the City Council reviewed some East Highway 10 sewer <br />and water options. The focus of this meeting was to discuss in more detail <br />the September 1994 East Trunk Highway 10 feasibility study. This <br />feasibility study was ordered by the City Council as a follow up to the June <br />15, 1993, informational meeting on East Highway 10 trunk utilities. The <br />original East Highway 10 feasibility study was completed in draft form in <br />March, 1990, but was never officially adopted by the City Council. <br />Clearly the topic of utilities along East Highway 10 is not a new issue. The <br />focus of our current discussion is not if Highway 10 will receive municipal <br />utilities, but when utilities will be extended. Along with the "when" issue, <br />the Council needs to evaluate the assessment rate(s) and district(s) for the <br />utilities project. Additionally, the Wastewater Treatment Plant (WWTP) <br />expansion project, which will provide capacity for this area of the city to be <br />serviced by municipal utilities, is expected to be authorized in early 1996 and <br />completed in late 1997. <br />The worksession on Monday, June 26, is scheduled to be a follow up to the <br />4/25/95 worksession. Nothing is included in this packet, but maps, project <br />cost estimates, and assessment rates, districts, acreage, etc., will be <br />distributed and discussed at the worksession. At the 4/25 worksession, <br />information related to both the primary study area and the Steering <br />Committee proposed area was reviewed by the City Council. The Council <br />requested additional areas to be included, some areas to be added as future <br />phases, and some areas to be excluded, and directed the city engineer to <br />provide another set of scenarios for different types and sizes of assessment <br />districts. On 6/26, staff will be prepared to review what was discussed on <br />4/25 and to provide additional information per direction from the City <br />Council. <br />i <br />13065 Orono Parkway • P.O.
