The key issues with the eastern area sewer and water project are not new <br />and are the same issues that the city faced with the western area project. <br />These issues include: <br />• the size or area of the assessment district and whether or not the <br />utilities should be extended and assessed out in phases; <br />• the assessment rate for the overall project or the assessment rates <br />for various phases for the project; <br />• the timing of when the project should be constructed based on plant <br />capacity and the desires of the benefited property owners. <br />• the finances for the project including concerns over such items as: <br />* whether or not a city levy will be necessary if a large area of <br />the project goes into green acres; <br />* whether or not any city contribution is necessary to buy <br />down the cost of the project and, if a contribution is needed, <br />how much; and, <br />~ whether or not the city can afford to "hold" any costs for the <br />oversizing or phasing in of the project. <br />I have recently requested a quote from St. Cloud Appraisal, Inc., who did the <br />• work on the city and county fairground project this past spring. The quote is <br />for the East Highway 10 area and the project is to help determine what is a <br />justifiable assessment amount for trunk utilities in this part of the city. <br />When the informational meeting was held in June, 1993, the city was <br />working under an informal city wide trunk sewer and water policy of $3,800 <br />per acre, and this information was offered to the individuals in attendance. <br />The rates in the East Highway 10 area are not that low and the actual costs <br />will be substantially higher than $3,800 per acre. In this regard, I <br />recommend that we authorize an appraisal of the East Highway 10 and <br />County Road 12 areas to determine the amount of trunk sewer and water <br />assessments that can be sustained. I will distribute a copy of this quote on <br />Monday evening. <br />Finally, another issue that needs to be briefly discussed is the <br />Comprehensive Plan update and what urban service district <br />recommendations will come out of this planning process. At this point, it is <br />uncertain as to the areas the Committee will recommend to be serviced with <br />municipal utilities. The Comp Plan recommendation from the Steering <br />Committee will go through the Planning Commission and will get to the City <br />Council some time near the end of the year. <br />• <br />
