Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br />Redevelopment Authority was called to order at 5:30 p.m. by Chair Wilson. <br />2. Consider Resolution Approving the Decertification of TIF District No. 10 in the City of Elk <br />River <br />Director of Economic Development Catherine Mehelich presented the staff report. Ms. <br />Mehelich stated that TIF District No. 10 was created in 1992 to provide financing assistance <br />for the construction of a 23-unit senior apartment housing project on a redevelopment site <br />at Holt Ave and 4~h Street in Elk River. Ms. Mehelich explained that the duration of the TIF <br />District 10 was limited up to year 2009 or until the bond obligations were paid. Since the <br />
