Housing & Redevelopment Authority <br />March 3, 2008 <br />Page 2 <br />obligations and its useful life toward ftnancially supporting other TIF Districts has reached <br />its term, it is necessary to decertify the TIF District at this time. Ms. Mehelich indicated that <br />as a result of the decertification, all local property taxes generated by the property (an <br />estimated $8,000) will be distributed to the school, County, and City in the same manner as <br />all other property taxes. <br />MOVED BY COMMISSIONER TOTH AND SECONDED BY COMMISSIONER <br />KUESTER TO ADOPT RESOLUTION 08-01 APPROVING THE <br />DECERTIFICATION OF TAX INCREMENT FINANCING DISTRICT NO. 10 <br />WITHIN DEVELOPMENT DISTRICT N0.1 IN THE CITY OF ELB RIVER. <br />MOTION CARRIED 4-0. <br />6. Council Planning Workshop Update <br />Councilmember Motin indicated that future HRA projects were briefly discussed at the <br />Council planning workshop. He stated that the Council concurred that they are not <br />interested in actively pursuing more affordable housing at this time as they believe there is a <br />good mix of housing rates in Elk River. He stated that the Council would like to see an <br />emphasis put on rehabilitation of existing homes. Commissioner Kuester questioned what <br />basis the Council used to determine there is sufficient affordable housing. Councilmember <br />Motin explained the Council did not have statistics in dete+-~+~+ng the amount of affordable <br />housing. He stated that during their discussion, it was brought up that many of the <br />townhomes in Elk River meet the affordable housing criteria. He noted that many of the <br />homes in need of rehabilitation would also fall under the affordable housing criteria. Chair <br />Wilson questioned what resources are available to assist in rehabilitation. Ms. Mehelich <br />stated that in the past a variety of rehabilitation programs have been available but that staff <br />could research specific programs. Chair Wilson questioned if the HRA could purchase <br />property in need of rehabilitation as it came up for sale. Ms. Mehelich stated that normally <br />the HRA would not be in the business of rehabilitating homes but rather providing <br />assistance to property owners to do so. <br />Commissioner Toth stated that he was hoping the HRA and Council could meet jointly to <br />discuss future work projects. Councilmember Nlotin indicated that the Council is planning <br />on meeting jointly with the HRA in a worksession setting. Ms. Johnson indicated that the <br />Council worksessions for the next couple months are busy but that the Council may be able <br />to meet jointly with the HRA prior to the April 7 Council meeting. She stated that a <br />presentation on the Highway 10 Geometric Study will be made to the Council on April 14 <br />during their worksession and the HRA may wish to sit in. The HRA concurred they would <br />like to call a special meeting for Monday, April 14 for the purpose of participating with the <br />Council in the study discussion. <br />Other Business <br />Ms. Mehelich stated the Arts Alliance has an open house scheduled for their new location on <br />March 8, 2008, from 5 - 7 p.m. <br />Commissioner Toth requested an update on the economic development positions. NIs. <br />Mehelich stated that the application period for both ends March 7 and the applications will <br />be reviewed once that period has ended. She stated that she would like to have someone in <br />the assistant position by April/May. <br />
