'ity of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />ITEM 3.5. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor and City Council <br /> <br />Scott Harlicker, Assistant Planne. r~j? \ <br /> <br />April 11, 1996 <br /> <br />SUBJECT: <br /> <br />Development along Highway 10 in <br />the southeast section of the City <br />near the Ramsey border. <br /> <br />Background <br /> <br />At a recent Planning Commission workshop, the issue of development in the <br />southeast section of the city, along Highway 10/169 near the Ramsey border, <br />was discussed. Since this is one of the main entrances into the city, there were <br />concerns raised about how this area will be developed. Discussion centered on <br />how the city can ensure that this area is developed in a fashion that enhances <br />the image of the city and presents a good first impression, or last impression, for <br />people traveling along this stretch of highway. <br /> <br />The Commission discussed the following suggestions for addressing this issue: <br /> <br />· Implementing an overlay zone for this southeast area and the west end of <br /> Highway 10 as it leaves Elk River and enters Big Lake Township. This <br /> overlay zone could include design standards relating to increased <br /> landscaping, access management and parking, setbacks, building location <br /> and buffering. <br />· Including these types of design standards as amendments to existing zoning <br /> districts, such as the C3 (Highway Commercial) zone; these standards would <br /> be effective city wide. <br />· Create a new zone specifically for the gateways into the city. <br /> <br />The Commission also discussed the type of uses allowed in the C3 zone. There <br />appeared to be some uses that are currently allowed in the commercial district, <br />such as trucking terminals and enclosed storage and warehouses, that may be <br />more appropriate for the industrial zones. <br /> <br />There was also some discussion about rezoning certain properties near the <br />Jarvis Street and Highway 10 intersection.
