Memo to the Mayor and City Council <br />April 11, 1996 <br /> <br />Page 2 <br /> <br />· Expanding the hght industrial zone to include some properties along both <br /> sides of Highway 10 <br />· Concentrate the highway commercial zone to properties south of the Edison <br /> Street and Highway 10 intersection <br />· Adjust the zone boundaries so that they follow property hnes <br />· Expand the residential zone to include farmland along Highway 10 south of <br /> the Tailwind Trailers property. (see attached maps) <br /> <br />Transportation issues will play a role in development plans for the southeast <br />area along Highway 10. Land use decisions will have to correspond with the <br />City's transportation plans for the area. The City has been working with the <br />City of Ramsey in developing plans for a continuation of a service road along the <br />north side of Highway 10 from Jarvis Street south to 153rd Avenue in Ramsey. <br />Staff has also been in contact with a potential developer for the northeast corner <br />of Jarvis and Highway 10 and discussed the extension of a service road to the <br />northeast along Highway 10. <br /> <br />Staff will be working on exploring the above alternatives and presenting them to <br />the Planning Commission in the next couple of months. In order to implement <br />the above alternatives, the following actions would need to be presented to the <br />Planning Commission: <br /> <br />· Land Use Plan Amendments <br />· Rezonings <br />· Ordinance Amendments to adjust uses in the I-1, I-2 and C-3 zones <br /> <br />The above actions would likely result in the following: <br /> <br /> Rezone properties to concentrate highway commercial uses at the <br /> intersections and expand industrial opportunities <br />· Draw distinctions between the uses allowed in the I-1 and I-2 zones <br />· Improved gateway to the City with better design standards <br /> <br />Action Requested by City Council <br /> <br />Recommendation from the Council as to whether they would like staff to <br />continue to explore the land use and design issues in the southeast area and <br />present these to the Planning Commission. <br /> <br />s:\planning\scott\hwyl0se.doc <br /> <br /> <br />
