Tity of <br /> <br />'ver <br /> <br />Item 5.5. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Pat Klaers, City A~trator <br />April 1, 1996 //~ <br /> <br />Mayor and Councilmembers Salary <br /> <br />During the 1996 budget process, information was requested on the status of <br />the City Council salaries. Attached for your review is the relevant <br />information on the City Council salaries, some metropolitan cities <br />information (from 1993), and some 1995 information from the League of <br />Minnesota Cities on council salaries in outstate communities. <br /> <br />Council salaries are set by ordinance and must be approved before elections <br />and take affect after elections. The attached draft ordinance includes a one <br />year cost of living increase. I could not find anything in writing in the file <br />from the city attorney regarding cost of living increases that go beyond the <br />next election. Nonetheless, I think that it is good policy to not have a long <br />standing cost of living increase in a city ordinance. If a cost of living increase <br />is approved for 1998 and no other changes take place for 1999 or beyond; <br />then the wages established in 1998 will remain in effect. However, a new <br />ordinance can certainly be considered in 1998. I am not familiar with any <br />city that has their councilmembers wages increased by a cost of living factor <br />on an annual basis. <br /> <br />For information on the total number of meetings held by the City Council and <br />the total number of hours spent in City Council meetings in 1995 as <br />compared to previous years, please see Page 3 of the Administration <br />Department Annual Report. The total number of hours spent on Council <br />business outside of meetings varies from individual to individual.
