!ty of <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br />DATE: <br /> <br />Mayor & City Council~ ~/1~ // <br />Pat Klaers, City Ad~~ <br /> <br />February 19, 1996 ~]'/2 <br /> <br />SUBJECT: Capital Improvement Program <br /> <br />At the last Capital Improvement Program (CIP) meeting on 1/15/96, a <br />number of large special projects were reviewed and discussed. Additionally, <br />the list of street projects that are anticipated to happen in the near future <br />was also reviewed and discussed. With both the street projects and the <br />special projects, the determination of what can be accomplished, and when, is <br />based on City Council priorities and the availability of funds. Availability of <br />funds is the most important consideration as the street projects are in <br />competition for the same three or four sources of funding and the special <br />projects are also in competition for three or four different funding sources. <br /> <br />In February, 1995, a thirteen page update was provided on the status of city <br />finances as it relates to capital improvements. That information is not yet <br />updated for distribution in 1996, but will be available soon. Additionally it <br />should be noted that a CIP document, similar to the one completed in 1994, <br />will be put together for City Council consideration this spring. This plan is <br />needed because it is a required back up document when the city sells bonds, <br />and we are going to sell bonds this spring for the Wastewater Treatment <br />Plant project that has been authorized. <br /> <br />In spite of the CIP finances not being ready for distribution, it appears that <br />the agenda for the special meeting on February 19, 1996, is full. After the <br />joint meeting with the Planning Commission, the following CIP topics are <br />scheduled to be reviewed and discussed: <br /> <br />· Liquor Store annual report and CIP Plan for 1996-2000 <br />· Ice Arena project update <br />· Review the Surface Water Management (SWM) Plan for western <br /> Elk River <br />· Discussion on east Elk River public improvement project <br />· County Road 1 update <br />· Riverview Heights neighborhood meeting summary <br />· Cliff Lundberg request for Community Center Task Force <br />· Update on status of SWM Fund. <br /> <br />13065 Orono Parkway · P.O.
