A letter of credit in the amount of $50,000 shall be provided as a guarantee fox the <br />completion of the site improvements (landscaping, signage, etc). <br />2. Fire department comments dated Apxi19, 2008 shall be addressed. <br />3. The applicant shall complete soil correction as per Rebecca Haug, City <br />Environmental Administrator's memo dated August 3, 2006. <br />4. All staff comments outlined in letter dated Apti114, 2008 shall be addressed. <br />5. Lighting plan shall be provided prior to installation of exterior lights ,including: <br />a. Photometric plan be prepared to verify no light spilling at ground level onto <br />adjacent properties <br />b. Light level be no mote than 1 foot candle <br />c. Lights shall be of a shoebox design and no more than 30 feet above grade. <br />Summary <br />In 2006, Alliance Church received a Conditional Use Permit (CUP) to construct a church on the subject <br />property. Although the church has not been built, the existing CUP is valid until August 21, 2008. The <br />church is proposing changes to the exterior elevations that require additional review by the Planning <br />Commission and Council. <br />The church layout is die same as the 2006 approval; the only changes axe to the building footprint and <br />elevations. Because there is no provision fox a Conditional Use Permit Amendment, a full analysis of the <br />proposal is attached in the report to the Planning Commission dated May 13, 2008. <br />'1 he building will be tilt up, precast panels in a tan color. The entrances will be tilt up reverse panels <br />painted a complementary color to highlight the entrances. Additionally, a cornice feature is proposed <br />along the top of the building to add additional interest. <br />
