City of

Item 4.8.

MEMORANDUM

River

TO:

FROM:

MAYOR AND CITY COUNCIL

STEPHEN ROHLF, BUILDING AND
ZONING ADMINISTRATOR

DATE:

JANUARY 8, 2001

SUBJECT:

BUILDING AND ZONING
DEPARTMENT OUT OF STATE
CONFERENCES

The Building and Zoning Department has been sending two inspectors per year to out of
state conferences. The University of Wisconsin, Madison, conducts a tremendous week
long class for building inspectors that provides a level of training that is not offered in
state. Each year the City of Elk River has sent one of its residential inspectors to this
class, as does numerous other municipalities throughout the state. This year the Building
and Zoning Department is proposing to send Robert Ruprecht. This will be his first out
of state conference. A memo from Bob is attached.

The last couple of years the city has sent Cliff Skogstad to the Colorado Chapter
Educational Institute for training. The classes held here are geared to commercial and
industrial construction. There is nothing with similar depth held in state. Because of the
shift in Terry Zajac's principal duties to the inspection of commercial and industrial
buildings, the Building and Zoning Department proposes that he goes to this class in
2001. A memo from Terry is attached.

The budget for the Building and Zoning Department, that the Council approved,
identified both of these conferences. It is of great value to the city to have well trained
inspectors; building safety is no accident.

13065 Orono Parkway · P.O.
