Item 6.2

City

MEMORANDUM

TO:

FROM:

Mayor and City Cou~ncil

Michele McPherso~irector of Planning

DATE: March I I, 2002

SUBJECT: Consider Proposal and Scope of Work for Comprehensive Plan
Update - Hoisington Koegler Group, Inc.

Attachments

· March 4, 2002 Memo from the City Administrator
· Comprehensive Plan Update Proposal by Hoisington Koegler Group, Inc.

Scope of Work

Per the City Council's direction on February 4, 2002, Hoisington Koegler Group, Inc.
(HKGi), prepared a scope of work for City Council consideration. The scope of work was
based on discussion at the February 12, 2002 Planning Commission workshop meeting.
Staff reviewed the scope and the Planning Commission also reviewed the scope at their
February 26, 2002 meeting.

The proposal submitted by Hoisington Koegler details a work program of seven individual
tasks, which will result in an updated Comprehensive Plan that integrates all components of
the community (see pages 8 and 9 of HKGi's proposal). The work plan proposes an
intensive community participation program facilitated by HKGi. The total cost for the work
plan is $87,340, which is broken down by task. Tasks 4 (Explore the Possibilities) and 6
(Develop the Plan and Strategies/Seek Approvals) of the work plan comprise over half of
the budget, however these are two key components of the update. The Planning
Commission, when reviewing the work plan, found no areas, which could be cut without
adverse impacts to the overall process. The proposal indicates tasks that could be assigned
to HR Green, the City's engineer, to reduce the cost of the proposal, however, these costs
would then be billed by them.
