Memo to Mayor and City Council/Comp Plan Update <br />March 11, 2002 <br />Page 2 <br /> <br />Task Force <br /> <br />The Planning Commission recommended the use of a Task Force to lead the update of the <br />Comprehensive Plan. This recommendation is reflected in the proposal submitted by <br />HKGi. The Planning Commission did not recommend a composition of the Task Force, <br />however, staff would like to Council to consider the following composition of the Task <br />Force. If the Council approves the proposal submitted by HKGi, staff would like the <br />Council to also approve the composition of the Task Force and authorize staff to recruit <br />members to serve on the task force. The work plan proposes the first meeting of the Task <br />Force occurring in April, with the first public meeting occurring in mid-May prior to the <br />start of summer vacations. <br /> <br />Task Force Composition (recommended not to exceed 11 members) <br /> <br />City Council member <br />Planning Commission member <br />Park and Recreation Commission member <br />Heritage Preservation Commission member <br />Economic Development Authority member <br />Housing and Redevelopment Authority member <br />Chamber of Commerce member <br />River's Edge Downtown Business Association member <br />Local developer <br />2 residents <br /> <br />Alternates would also need to be identified to attend the meetings when the primary member <br />is unavailable. <br /> <br />The work plan proposes individual interviews with key members of the community. The <br />views of stakeholders not represented on the Task Force would be obtained through these <br />interviews. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council approve the proposal <br />by Hoisington Koegler Group, Inc.'s consulting services for the update of the <br />Comprehensive Plan. The City Administrator has outlined funding sources for the <br />consulting services. His memo indicates that $60,000 is available from the Holt and Jackson <br />transaction. The remaining $27,340 would need to be identified from the 2002 contingency <br />budget, or budgeted during the 2003 budgeting process. <br /> <br />Staff also recommends approval of the Task Force composition and requests authorization <br />to search for members to serve on the Task Force. <br /> <br />S:\PLANNING\COMPPLAN\3-11CCmemo.doc <br /> <br /> <br />
